During the last years the EC worked together with the industry on pilot projects for PEF (21 finished) and OEF (2 finished). From the point of view of the leader of the project, Mr Galatola, the phase was a success and will be the basis for the future assessment of environmental performance of products and organisations in the future.
The work included the development of category rules for each pilot, the definition of representative product/organisation, an approach to benchmarks and detailed implementation of data flows and requirements.
The outcome of the work also focused on providing solutions for:
The goals of the following topics were not fully achieved but important discussions took place:
- Modelling (indicators and characterisation factors)
- Transport and energy
- End of life (circular formula)
- Data quality requirements
The event then focused on the pending issues not solved during the process such as the implementation by the industry and the added value for consumers. Construction products were not the focus of the discussion. Participants focused on the development of labels and communication tools.
One of the most relevant improvements of the pilot phase was the publication of background datasets. 5.000 will be published in the coming years and 3.000 more in the years to come. This actions is an important step forward towards full harmonisation of LCA information.
More information and presentations about the pilot phase are available in the website of the European Commission.
The next phase already started by launching the IPP/SCP expert groups. Information is also available in the website of the European Commission.
